i think there's definitely intentional parallels (slaveholding island tourist destination, slave revolt drives the wealthy tourists out) but i'd hesitate to call it a 1-1 thing
well, they didn't eated the slave, as far as i know
hes called cheese goudara and his name is a reference to che guevara. You can also see a propaganda poster of him in the barn hide out which has a similiar style to one of guevaras. Genereal MacarFur also said Goudara got his name inspired by a human which makes it pretty clear. But this is pretty much the only thing what can be associated with cuba in the game.
Yeah, it's mainly just a general rebellion/guerrilla warfare reference, much like how SAW uses a lot of WW, fascism, and other oligarchic overtones and design themes with their (literal) dog soldiers and violence/money-hungry human overlords
