tbh, I think this would make me use the Bandolier more
I would definitely use the Bandolier with the dart gun
I like your idea that we can have 3 slots of weapons when we equip a bandolier but i am a bit confused about the move spd debuff.
-# By default without bandolier, we can have 2 guns in inventory and move spd debuff happens depending on what weapons you are currently using and normal spd when you are using melee weapons.
-# For my current understanding, If we use a new bandolier, let's say move spd debuff is 10% when there is 3 weapons in inventory and move spd gets debuff more depending on what weapons we use currently and equip melee is still 10% move spd debuff.
-# But the problem is we also get 7% spd debuff when we have 2 weapons in inventory and equip melee while no bandolier equipped is no debuff.

I think the movespeed penalties stack with the equipped weapon's movespeed penalty/bonus, either additively or multiplicatively

The introduction of a trade off is interesting.
The debuff for 2 weapons is steep, in my opinion.
Also keep in mind that most players won't easily be able to remove that third weapon.
So it might be better to consider a weapon-class dependent speed debuff per slot with the heaviest slot being exempt.
Example:
5.0% Rifles, BCG, Minigun
4.0% Heavy Autos,
3.5% Laser
3.0% Darts
2.0% Sluggers/ Light Autos
1.0% Pistols
So a player holding a BCG, An AK and a SMG would have a total 6% speed reduction while a person lugging three BCGs would be at -10% speed.

As an aside it is to be pointed out that Bandolier has gotten better for the reload buff. I do think that a weapon swap time buff should be tried on its own to see how that plays out.
a nice suggestion, but I'm not sure if i agree on the last one. I've heard a few people complain about not being able to have more guns in their inventory, but I feel like it's not needed. Plus everyone would be getting an extra gun in their inventory which means they'd have to possibly bump up the number of things like rebellion cages and place more guns in a match. I'm not sure though. Not against the idea, but not loving it right now
The biggest advantage of lugging an extra gun (especially in Bwoking Dead) is the potential ability to have access to three, not two, ammunition pools.
Having access to a third weapon one can switch to without needing to worry about reload also has its benefits.
the idea for 3 weapons with downsides is interesting for flexibility
personally i think the reduced time to swap weapons is a big enough buff for what it has going on right now
