Instead of Denying ❌ player reports where the report can't be accepted because the user is already banned OR:
Denying ❌ reports when the report is valid but is only a verbal warning..
You Reviewed 📂 tickets where the user was verbally warned, or already Eco-banned, but can't (publicly) take any further action.
Prevents the mislead of people thinking their reports are invalid (Which may make them not report it again)
And for instances of verbal warnings, would ensure the user understands it has been handled and any further reports Would result in approved actions.

So if the report was accepted and it resulted in a verbal warning or user is already ecoban, but not a moderative action, the reaction should reflect that.
This would help the user reporting, site control understanding what happened, and on-lookers checking reports.
