Your first argument isnt valid, you can join divisions at operative.
Duty states also isnt the only way to get points, u can also get points by:
- attending #đtraining-shout . Trainings can give from 1 point up to 3 depending in how many parts of the training u pass
- winning a #đ«community-board (event) that gives points
- joining an AECD department, some give points for doing X things.
