Due to my imaginary past experience of SC, he means that the site control panel is sometimes left open by, most likely, new, non-experienced Site Control personnel which forget to close the site control panel, which has access to all protocol and alarms within the facility, resulting in duty negligency as the panel board is classified and raiders might have a look into it unknowingly whilst shiftlocking inside the site control tower
