I think playing carelessly and blatantly running into gunfire is a quick way to wittle down your armor regardless of how much you have. Power Armor's purpose is to make sure you survive around like 30 additional regular gunfights with some room to tank a little bit of damage occasionally
It shouldn't be a shock that when you just expose yourself to a wall of enemy gunfire, the armors health is halved from playing carelessly
