It doesn't make sense for Site Control to give you bin tools every time you die. Instead, there should be a system where Site Control can add your name to a list that grants you bin tools. Once they want to remove the tools, they just remove your name.

and if you want it could be that divisionals could access the list and remove the tools from the players
