Issue is 1. Its basically the perk of officer +, 2. I could see it being that you always have to keep your helmet on if you exit spawn. So just another thing to warn people over.

Thats apart of being aegis, but as i said if we would have this feature i bet a rule will be in place that you can't remove your helmet outside of spawn corridor
Thus being the same as it is rn with how you have to put on combatics if you leave the corridor

It has inbuilt high end kevlar within the actual clothes

Besides from a gameplay perspective joining a division to only decrease in armour wouldn't be pleasant
Lore wise its because the base gear is cheaply produced in mass
i mean it is administrative
plus you guys have every other division at ur feet

No all divisions operate together in some regards but the "antiterrorism" division that have to fully hide their identities to protect themselves from raiders abducting their families. Makes sense they would get kevlar in the suits

I didn't design aia lore, basically people that organise the attacks to counteract terrorist acts on the city via raiders what not. Have to cover themselves up to not leave themselves open to said raiders abducting their affiliates.
In the end they're just high working civilians basically the corpo start to cyberpunk.
why not just turn the aia ingame that go out into the wasteland into the SAC equivalent
would make more sense that way
