If you invested the time needed to complete quota, and have proof, then why should you be penalized for a simple mistake?

You submit a duty state with an error, it gets denied and you only have one daily slot left.
But the officer reviewing says you can repost with corrections and so pardons that used up slot so now you have two slots still
