Considering the fact that AEGIS doesn't really need to adjust their duties much when halted processing is called, there isn't really a need to in contrast to preparing for incursion or lockdown

It's like "oh, we aren't processing people as of right now, but there aren't many raiders attacking so I'll just continue to do what I'm doing rn"

the point of announcing a protocol change is to convey to everyone that it's happening so that they can re-arrange their priorities in-game
