Couldn't figure out a decent name, but when coolant vents are captured by wastelanders it could reduce the effectiveness of the individual coolant pump by a certain percentage, maybe like 20/25%. Cba to go on detail why but essentially no "exhaust" = too hot = reduces efficiency so it doesn't break. (basically thermal throttling for pc nerds)
