As of right now, it seems like ARD likes to drain all of the fuel to prevent a meltdown. And as a raider it can be difficult to get enough fuel from Z14 for the reactor. The only downside to no power is that it's dark. So I think implementing additional consequences would be beneficial. I also want to introduce an idea known as a blackout, this would occur 20-30 minutes into the use of emergency power.
During Emergency Power
- Elevators and doors will operate at half the speed, this would include the main gate.
- Elevators will break more often.
During a Blackout
- When the emergency power runs out, it will cause a facility wide blackout. This would occur 20-30 minutes into use of emergency power and leave the facility nearly pitch black, encouraging night vision and headlight usage.
- When this blackout happens, the main gate will be inoperable and be left in the state that it was in prior to the blackout.
- Some doors will be left as inoperable or be stuck open
This will motivate ARD to not let this happen. Of course, a loophole around this would be for ARD to put one piece of fuel into the reactor to reset this blackout timer, so I propose that the timer doesn't reset until the reactor reaches 1000 fuel again.

I also propose an update for the subject team, this would include a cave expansion and more Fedorlite spawns for subjects to assist ARD with the reactor fuel. Maybe a shop for them as well to buy a better pickaxe.
