Many PKSF have discussed this and I think it'll be a pretty cool and useful idea:

So not all VIPs are in the PKSF's VIP tracker. A way to get around this is a new divisional tool that can be used to inject a tracker into certain players, allowing for them to appear in the VIP tracker. The tracker will last until the tagged person dies/resets.

That's it really. The only downside is that it can be abused as some sort of ESP but it's nothing additional guidelines and rules can't mitigate.
Also has event applications.

I also want people to suggest ways to add onto this or alter this

make it like vips can input a username into a text box or something, which would be logged and cannot be removed unless chairman

like command logs but for vips and it would state the time when it was engaged and when it was disengaged for the person while also including team name
