deny Hello! It appears that this is intended! You are unable to toggle rods/coolant when player count is below a given range!

According to ARD personnel: " It is a game mechanic, a way to prevent people from using certain game mechanics when there's not enough online players. The same mechanic is also used for the coolant controls."
