This is an idiotic made up rule that was supposed to be stopped months ago, thank you for informing us that it's still a thing. It'll be rectified.
Officers did it during some "hardcore" custom training years ago, and for some reason people think it's funny to do without warning people beforehand that it'll happen.
Wastes peoples time.
