The reason why the gate is shut is because of protocols. So during no raids the doors are left open for ease of access and processing. However during raids/infections outbreaks the doors will close and defensive measures will take place like extra barriers, personnel reassigned and doors locked to help make it harder for the raiders to reach the reactor and other vital areas of the facility.
That being said SC may pulse the game and open it for a short amount of time.

Be also aware the door opens during meltdowns but thats mainly because everyone is running for their lives to try and enter a train before the entire facility and wasteland is completely kapooted. BOOOOOOOOOOOOOOM

Yeah there is alot of features to the game and what not. Several things you can do in the wasteland as well
If you really want to be in the border quickly there is a NPC that can tp you inside of it. However you will be a subject and located in prison to help out ARD and mine resources.
