or maybe here me out, wastelanders skill issue they cant kill o's and other non-divisionals, its not that hard and if patrol leaders are telling patrol members to reset just make it so they can only host 1 per 30 minutes (per leader)

Patrols already can only have 2 out and that basically never happens. Most of the time a patrol doesnt happen for a few hours. Sometimes when people want to break records then they do one every 30 minutes. Which is fine. Most of the time the patrols have 6 people, with only 1 or 2 people with dews. and those dew players usually do not have titanium armour so they get obliterated by heavily armed hostiles.

Which means wastelanders basically do not get effected, maybe a death or two but most of the time hostile wastelanders that raid the facility die every 10 minutes.

TL;DR Patrols are usually not that strong and do not last long as they get destroyed by heavily armed hostiles and wastelanders basically do not get effected.

This is an abuse of the system.

It's not really a rule and technically the host could argue its just them being efficient but I may agree to the cooldown rule eventually. Now? I don't believe patrols are hosted enough. I will be notifying SC to double check everything is being explained properly but like someone else said, they're not being hosted enough to be a real problem.
