Reason why we chose EO for AIA is due to us believing that Senior Operative was not a competent enough rank for the division, as it was easy to obtain after Operative. Though this will never go back to being O+, each division can regulate that depending on their own recruitment preferences.

If we did make it Operative+, you could join a division straight after the academy without first learning the game more, which will lead to plently of clueless or incompetent people managing to enter divisions
