Note that you have arabtex loaded first followed by utf8

#

utf8 uses UsePackage defined by arabtex

#

therefore you cannot load it before loading arabtex

#

The thing is you don't need to load it as a package if you have ArabTeX loaded

#

You simply need to activate it with \setcode{utf8} either in preamble or in the code

#

No, did you read the documentation?

#

You just need to have arabtex loaded in your preamble

#

then yes

#

I think the recommended way is to use arabtext environment (and friends, more robust)

#

But you can make a macro to shorten that

#

yeah

% load relevant packages

% document
\setcode{utf8}
\begin{arabtext}
{ملكيه دائرهسى}

{تنظيمات دائرهسى}

{شوراى دولت كتابتى}
\end{arabtext}

hmm I see

#

When I load both arabtex and utf8 and run the same without \setcode it's empty

#

Seems like you have to load both, then do \setcode{utf8}

#

Or you know, you could use LuaTeXit

#

Just a suggestion, but you can choose to bear the pain for everyone concerned

I just don't want people who want to typeset in a language other than European to be treated like second class citizens, that's all
