therefore you cannot load it before loading arabtex

The thing is you don't need to load it as a package if you have ArabTeX loaded

You simply need to activate it with \setcode{utf8} either in preamble or in the code

When I load both arabtex and utf8 and run the same without \setcode it's empty

Seems like you have to load both, then do \setcode{utf8}
