Are you sure it’s just taking time to boot rather than an actual problem
Because the base 3ds is one of the slowest models
Also booting can take up to a minute depending on your SD card storage

Go ahead and remove any cartridge in your console (just to be safe).
And then exit the Rosalina menu.
And now you get to leave your console sit for around half an hour!

Just go ahead and leave it plugged it. It shouldn't affect anything during this process.

If you're interested in the details, your console is very slowly counting date by date until the present day. This is preventing the home menu from loading properly. If you leave it sit long enough, it'll be able to process all the dates and finally allow the home menu to load.
