Change your language when setting up your PNID on your 3DS
I'm not joking, change your language on your 3DS in System Settings to French or Spanish
You can safely switch back to English or whatever language you were using before after you create your PNID on your console

No, however I have been made aware that there's a faster solution
Try making your PNID with the "(UTC-05:00) Indiana (East)" timezone instead
In easy to understand terms, certain combinations of timezone and console language settings can cause the 3DS to fail in sending what timezone it wants to set for the account you're trying to make, and the server really does not like this, Indiana (East) is a known working timezone
With your PNID linked and email verified, you should be able to access Juxtaposition

I was stuck on this for months and I only asked help on the 3ds homebrew server and I never got a response
The error you were facing is, although not well documented, we knew of it's existence and a solution
Until recently, changing system language was the widely used solution, it's just weird 3DS jank stuff and we're not particularly sure why the 3DS just doesn't send the timezone with certain combinations of language and timezone
Also I take it you mean you asked in Nintendo Homebrew for help with the error months ago?

Stuff such as region, timezone and what-not are not used as far as I know, so they have no impact on user experience other than what you see in the account settings page
I think you can change your timezone to a more accurate one through a Wii U if you've got one, but I'd need to double check, so give me a quick sec
Yep, you can change your timezone to a more accurate one through the "Change user information" button in your profile settings on a Wii U, but not on a 3DS or on the website yet, not sure if they'll ever be able to add that functionality to the 3DS, but only time will tell
