Your SD card wasn’t mounted properly.
Everything should be alright, just try ejecting it and inserting it again.
Also, this isn’t an issue with Inkay.(Or whatever it’s called on a 3DS)

Yeah if it suddenly popped up like that it means your config file wasn’t found
Alas it means your SD Card wasn’t detected
Try cleaning its contact or checking it on a computer
if i skip it will it be okay i cant tell what it is or if its important

Deleting things is the worst thing you could have done in this situation
Please tell me you have a backup or sent them to the recycle bin instead of flat out deleting them
An unexpected error is keeping you from copying the file
That was him trying to backup or copy files out of the corrupted SD card

do you have photos of your old and new SD cards along with any SD adapters you were using? (specifically, any microSD-to-SD adapters, or any SD reader that plugs into a USB port)
Have you (un-)safely ejected the SD card the last time you used it on your laptop?

That would explain why the SD seemingly randomly corrupted the title.db. Bad SD cards and possibly bad reader
Also, do not just yank out the SD card or the reader with a card inside, you need to click on the little USB icon with a checkmark on it, then the device name (the greyed out names are the volumes that are on that device), the name and volume name will vary depending on what they show up as, these names are just for this example
The "Safely Remove Hardware and Removable Media" menu will sometimes be in your taskbar icon popout, which is a little arrow at the end of your taskbar icons
Failure to safely eject storage from your computer when you remove them can result in corruption
Well, it's likely that your SD cards are unreliable, Hidisc isn't a known reputable brand to my knowledge and AmazonBasics doesn't have the greatest reputation, so you'd need to buy a new SD card for your 3DS
You may also need to buy a new SD card reader

i have a sandisk sd card adapter but no sandisk sd card
The actual SD cards themselves are likely to be bad, not the adapter as, as far as I know, microSD to full-size SD adapters have no actual electronics in them, only contacts
why would i need to buy a new card reader ?
I'm not sure on if the reader itself is bad, combined with the bad SD cards it would be hard to say if the reader itself is an issue as well
But bad SD card readers have been known to cause issues with data corruption when copying files to and from SD cards
