Also, make sure that you are not trying to log into an NNID and that you aren't trying to use SSSL (manually set DNS) and Inkay at the same time, otherwise the the error code you specified can occur
If you are using Inkay and SSSL, go into System Settings -> Internet Settings and change the DNS settings back to "Auto-obtain"
If you are not modded or are not using Inkay, then ensure that you are not trying to log into an NNID while on Pretendo

If you aren't sure if you are using Inkay or SSSL, if you have Aroma installed, go into the Aroma Plugin Configuration menu (L+D-Pad Down+Minus) and if you can find Inkay in the plugin list, ensure it is set to sign into Pretendo Network instead of Nintendo Network
If it does not show up in the list of available plugins, ensure it isn't hidden by pressing X and scroll through for Inkay

If you are unable to access the Aroma Plugin Menu, then you may not have Aroma installed
If you do not see Inkay in the plugin list, then you may not have Inkay installed

I'm pretty sure SSSL is per-saved connection, so if you had SSSL set up back then, you will need to set the DNS again

Yes, but you mentioned something about changing the internet on your Wii U
Check to make sure your DNS settings are still set manually

And presumably, since you implied that it was working in the past, your Wii U system version is 5.5.5/5.5.6

Primary DNS is wrong
Secondary DNS should probably not be all zeroes

Set your primary DNS to this: 88.198.140.154
Set the secondary DNS to this, or another public DNS that you prefer: 9.9.9.9

Secondary DNS will be used in case the Pretendo DNS goes down, but you will be connected to Nintendo Network rather than Pretendo Network if it uses the secondary DNS
Pretty much, the secondary DNS is set to allow the Wii U to still access the internet if the primary goes down

Now I think reboot your Wii U, and you should be able to log into your PNID if the Pretendo DNS is not down, or if your ISP does not block custom DNSes
