Just kinda wanted a straight forward answer. Been told by people that they have never been banned but I wanna make sure its allowed and not frowned upon. Can I use a keyboard with Splatoon on Cemu and are people okay with it?

I don't see the problem unless there's some secret keyboard+mouse compatibility that Splatoon has, you'll just have some weird controls because you're passing keyboard inputs as analogue inputs to an emulator.

Even with that I still don't see the issue with using keyboard controls other than the difficulty that comes with using them on an emulator, so yeah you should be fine to just do that.
