Please clarify: are you referring to the 3DS' friend list or to an in-game friend list?
Open Nimbus and select Pretendo (if not already)
Open the friend list via the HOME menu, and wait (up to a minute or two) until it shows you are online or shows an error code (in that case please show the error)
