Press and hold (Start), and while holding (Start), power on your console. This will launch GodMode9
Navigate to [1:] SYSNAND CTRNAND -> data -> <ID0> -> sysdata
The <ID0> will be a folder with a 32-character long name
Use the D-Pad to highlight 00010017
Press (Right Shoulder) + (A) to bring up the folder options
Select "Copy to 0:/gm9/out"
Press (A) to continue
While still highlighting 00010017, press (X) to delete it
Press (A) to confirm
Press (A) to unlock SysNAND (lvl1) writing, then input the key combo given
Once the file has been deleted, press (A) to continue
Press (A) to relock write permissions if prompted
Press (Start) to reboot your console
Your console will load into the initial setup menu
This is expected behaviour. You have not lost any of your game data
Complete the initial setup menu by following the prompts on your console's screen```

On the one hand, it's unfortunate you were sent these instructions without the yellow warning from the original page at https://3ds.hacks.guide/region-changing.html#section-vi-fixing-locale-related-issues.
It seems adev sent you these steps on the possible occasion that whoever region-changed this console (e.g., you or the previous owner of the console) had not followed the region changing guide fully.
On the other hand, Miis and activity log data may be recovered from a NAND backup (just the f000000b file the guide mentions, not restoring the full backup). I'd ask discord.gg/nintendohomebrew if you would like to know more.
Although, if you are okay with starting fresh, I can mark this thread solved
It fixed the thing on pretendo but when i go to universal updater or any apps that use that template this happens
