The best thing to do from what I've done is to make sure that you're on the latest version of Inkay and Numble as well as Aroma (or whatever environment loader you're using)
Nimble is outdated and no longer supported. On the Aroma environment, you just use Inkay now.
Anyway, this error indicates that you should try again later. (Or try power-cycling your modem/router)
I use inkay and it’s up to date also I’ve had this problem for weeks although it’s only happening with splatoon mariomaker only works on highlights though nothing else and I use mobile hotspot because my WiFi is shit cuz there are like 10 people in my house with like 3 WiFi devices per person
Maybe it’s because I’ve never played splatoon online on this Wii U and there are no other level ones?

please do a connection test of both networks (test your WiFi first, then test the mobile hotspot) then share the support code that you see on both respective networks

That isn't the reason, no. Your mobile hotspot may have trouble connecting to other players if it doesn't have NAT Type B.
My WiFi is a B and my hotspot is a D I’ve only tested with hotspot due to the stability compared to my Wi-Fi
