Check your password (again) or try creating your hotspot without a password.

Does your hotspot show up in the network chooser? For what I know at least on 3DS, it does not support WPA Personal, because my phone has that and when I try to use my hotspot on my 3DS it does not work.

What's your phone model?
Could you check the security type of the hotspot network? The 3DS only supports WPA2 at most, not WPA3.

if it's worked before and rebooting the phone doesn't solve it, could you show your hotspot settings? (without leaking your password, of course)

and watch out for lookalike characters like "L" (lower case) and "I" (upper case)
