i've been wanting to do this for at least a year by now, but wasn't sure what to do about it. is there a way to create a second pnid account and just move my lifetime data over to it (both on 3ds and wii u) and would it mean that people have to re-add me on 3ds friends list?

may i ask, do you have an underlying motive for doing what you wish to do? just in case it's an x/y problem

Here is how you can unlink your previous PNID from both consoles:

After that, you can create the PNID on one console (or via website), then link it to the same Wii U user as before (so you don't have to move your save data) and to your 3DS console.
As adev stated, your 3DS friends list would remain intact (because that isn't tied to PNID), but your Wii U friends list would be empty.
alternatively, wait for a support helper to tell you if it is possible for them to rename your PNID (and flag the old PNID name as deleted), but i'm pretty sure they can't honor such a request due to the manual effort and possible database complications involved
