Accidentally booted 3DS without SD card, now PNID is unlinked (022-5432)

I booted up my 3DS recently, but the system didn't recognize the SD card at first, so it booted back into the stock firmware. When I booted it back up with the SD card NAND, I saw that I could no longer appear online or log into Miiverse. I could still connect online with games like Pokemon, but trying to connect to Miiverse gave the 022-5432 error.

I did the fix in the pinned thread of using Nimbus to switch back to Nintendo Network, try loading the eShop, then switching back to Pretendo Network and trying to relink my account in the settings, but clicking on the Nintendo Network ID Settings gives that same error again, and clicking through it to try and sign in will seemingly always fail and give the error again.

Is there something else I should try to get it working?

the whole issue was that they booted without the SD, which is what caused the PNID to get unlinked, and the fix would be to just insert the SD again and do the eShop trick again
