a nand backup is a backup of the system memory
it can help fix issues like these ones, but for now try taking out the sd card

you're talking about the sd card backup
you can't backup nand unless it's modded

well try to boot up ur 3ds without the sd card
and then turn it off
and see if it turns off properly

pretendo tries to connect to my nintendo id again
last time my system thought it was new when I booted badge arcade on a whim

everything seems fine again
