My console broke dude to motherboard issues, so can I connect my Pretendo Account to a new console I have ? I would like to be able to still use it...

You can link the same PNID to multiple 2DS/3DS consoles at the same time.

At least until further notice as Pretendo might change it later to have the restriction that Nintendo's NNIDs have
