Hello, im looking for way to play with friend by me using Wii U and he would use CEMU, but he hasn't WII U console so he is missing ID. Os it required for him to get it so we can play together or at least he can buy it ? Thanks

The problem with that would be, that he could just sell the console itself at a later time and if both of you plan to play on Pretendo, this console and thus the ID will be banned
If your friend has a PC, you could try to use something like Parsec or Sunshine/Moonlight to stream Cemu over the web to him.
Mario Kart 8 supports splitscreen online play for two players and basically he'd be player two on your Cemu instance.

You could but that'd be detected on Pretendo's side which would result in a ban for your system, making you having to pay for another WiiU if you wanna keep playing on Pretendo
You may thank hackers and cheaters we had in the early weeks of Pretendo being accessible for everyone. Staff had to add the checks in place to prevent people from screwing up everything for those who actually wanted to have a good time playing WiiU.
Mario Kart 7 suffers from those issues to this day.

We dont ban for that but sharing console files is not recommended and falls under Rule 5
