wii u pro controller not charging batteries but working

I have a weird problem with my wii u pro controller, I can play with it, the battery is fine...but the controller simply cannot charge the battery I have to use the old 3ds to charge them for me , meaning opening controller, opening 3ds swap batteries close , the port is clean, the cable works it is just so weird
