internet problems on 3ds

in normal nintendo mode everything works fine, but when i switch to pretendo network my internet stops showing up, when i try to use anything that requires internet it gives me error code 003-2101

i do have a mobile hotspot but it just doesn't show up on my 3ds

Is it 2.4 GHz?
