I keep getting this error while trying to add a friend or trying to enter Wii U Chat. It was working yesterday, but not today. If I try to add a friend on my 3DS it says I’m not connected when I am. Miiverse works perfectly on both consoles, I wonder what’s wrong.

well if it can’t connect to the network at all it can’t return the low user environment error. It doesn’t really matter if they fix it because they’re not a super Mario level supporter

There is a error tree, for example:
start software
103-1806, no Internet
101-0502, can’t connect to friends
102-2482, servers don’t exist at all
102-2882, servers existed, but not anymore
online service loads
Easy way to explain, there is an order of checks to make sure things are running as intended
