As far as I know, you will be banned if you cheat online with other players, since you are ruining the experience for them as well. However if you wish to hack and keep it only to yourself, then it should be ok. As you said the servers for ACNL aren't up yet but when they are, cheating will not be allowed.

If they are okay with it and agree with it then I'm pretty sure that it's fine.

If you’re in a room or lobby with other people who consent to you having cheats and mods you’re fine.
If it’s small cosmetic stuff you’re fine
But if you’re doing something that is messing with people’s experience in a public lobby in any game without consent
There is grounds for a ban
Just trust your gut and don’t anything that is obviously going to harm other players
