My choice woul be to stopp all modding in non private battles. There are sometimes guys swimming fast as hell (i can't turn around in this time) and have very heavy weapons (1 shot and i'm dead) while at the same time i cant hit them without dieing...
The game lives from the variations: if you have max shield, heavy weapon you are not fast...
