The current system isn't good for keeping those who get banned banned. It's very easy to bypass.
People have the ability to appeal their ban. A console ban first time, but with the ability to appeal, makes more sense than the current system.

PIDs are good enough to ban, and same with console identifiers. That's not the problem. The issue is they take too long to actually enforce a console ban.
