The "initialization" unbans are not actual unbans but just "making a new account" which is your new PID on 3DS

This happens when Pretendo just bans your PID

Basically it's a way to relax and give another chance before banning your console permanently

On Wii U, PNIDs are used to go online, if you cheat, your PNID gets banned and you can use another one. But, if you keep cheating, the console gets banned permanently.

Same goes for the 3DS. Those JP skids thinking to be hackers that they are just formatting the console to evade the ban, that's completely intentional by Pretendo. The FC/PID is used online on 3DS, and the policy is the same, repeated offenses will be a console ban, affecting actual files you can't replace, that's what happened to itogasou on their New 2DS XL ^^ (why on Twitter)

So, Pretendo has actually better security than Nintendo. Formatting the console is not unbanning but just creating a "new account" which is the new PID/FC.
