Huge difference if your ban a dynamic IP address then you can just go and reset the router. Whereas if you ban a static IP address you'll have to get in touch with the ISP to get that changed
To better explain it a static IP is a permanent non changing IP address
Where as a dynamic IP which is more common and is what your talking about is a IP address which changes every time you turn off your device.
Generally in the unlikely scenario that a cheater uses a static IP. Wouldnt it make sense to ban said IP address.
