Both the online game dump tool (HokakuCTR) and the spotpass dump tool (SpotPassDumper11) are on universal updater, so you can download them directly on the console, no other device required
Also fwiw you can access your SD card remotely using FTPD (should be installed if you used hacks.guide), as if it was plugged into your computer
Launch it on the 3DS, and on windows at least, open file explorer, go to This PC, Add network location (at the top), type in ftp://1.2.3.4:5000 (replace 1.2.3.4 with the address given on the 3DS screen), and you should be able to see your SD card contents

XD i just was able to open up my sd card lmao. i didnt close the backing completly.
i'll do the ftpd method since its easier to log in lots games

Are there any steps to ensure the transfers between the ftdp and session dumps into the sd card run smoothly?
am i able to access the files and run a session simulateously?

make sure you have plugins enabled. then follow the steps under 3ds(hokactr)
i have the game dump file, does it need to be named to add the game name to the pcap? or leave it as is?
You can (and should) rename the pcap to something more meaningful, like the game name + a short description of what you did (game mode, etc...)
If you're also dumping from Wii U, only rename the pcap files, not the bin files (they need to be left as-is)
SpotPass dumps should be auto-uploaded by the respective tool (Dumpling on Wii U, SpotPassDumper on 3DS) so nothing else has to be done with those, although you can upload them via the bot here too just as an extra
