3DS PNID Error 022-2402

I get an error code 022-2402 when creating a new PNID on my 3DS. I installed Nimbus today. I am creating the PNID via the Nintendo Network ID Settings tab in System Settings. Nimbus is selected to Pretendo.

creating a PNID on 3ds is not supported, create a new PNID on the pretendo website and then link it to your 3ds

But if you make one on the website you can't change details or something like that
