Not quite, the tester servers you do need to pay for but pretendo itself isn't (just so happens that nearly every server is tester only)

Yea, they have been for a while. It just turned to where one of the free services went behind testing doors again, so its causing a lot of… things. But MK8 was recently announced to be almost, if not 100% complete, and its free for everyone to use
