I created my account on the website so it was set to USA on default.
I don't exactly know how anymore but in the 3DS NNID settings I was able to set my region to Hesse which resulted in my country being set to Germany

You won’t need to do anything on gm9. When you open the nimbus app from that tutorial, simply select pretendo. You will know it worked if your friend code has changed (it can take a few tries).

Then you log into your pretendo account from the settings app (in NNID section)
