I’d say they basically outline the first two chords of the ♭VI -♭VII - I cadence, but since it loops the I is actually in elision with the first chord of the sequence.
So at the very least I’d respell to reflect that

I don’t think it is ever♯V - ♯VI
it’s borrowed from, like, aeolian mode, so it’d be spelled ♭VI -♭VII - < I > always
It’s been used in concert, film, and pop music for a long time, but we usually associate it with video games thanks to things like Mario and FF
It’s often called the Mario Cadence or Fanfare Cadence because of this
despite not being a cadence
