If the internet has been undergoing maintenance then it sounds like your connection speed is currently so slowed that the game is failing to send and receive enough packets to connect to a lobby.
Even with stable internet this also happens to me when I try to connect to a master with poor internet or over a massive distance such as some Asian or European regions.
