Idk why people say C3 PE is so hard. Its on par with D2 PE, a little easier... and much easier than E1 Extreme. It's just about finding a decent squad.

C3PE is hard because of the level of communication required for good resource management
You need to have a team that is extremely familiar with the mission and will listen to you when you tell them not to use resources or to leave some stuff behind
With a consistent team of players it’s not so bad

There's a lot of issues that stem from both player and map side with C3 PE. A strong loadout helps a lot, and unfortunately the strong loadout mainly consists of almost all burst cannons and the know how to use them correctly.
