Consider yourself lucky-- it's in the deep spanse of fog in the 2nd zone of the level and you have to walk very close to it a minimum of 3 times. Leaving and rejoining does not fix it, downing the person and reviving them does not fix it

this is a quirk about how the deactivate alarms event works
they cancel all alarms and enemy queue

this event is triggered by an assortment of things: objective completions (neonate in r3d1 for example), uplink completions (every uplink in game), the terminal commands for deactivation, and miscellanious stuff like the r8e2 teleportation

in general, whenever there is an alarm (read: recurring wave spawns) that has a completion not tied to bioscans finishing, it runs a deactivate alarms event when ending that cancels every alarm and enemy queue
