I'm glad, we've been fixing it over in modded server and it explains so much of how enemies work in vanilla, because some silly stuff is probably going on with the navmesh forcing them to path in certain ways
we as the prisoners can always walk on non-navmeshed surfaces, only being stopped by vertical/invisible walls

I think you missunderstand how the „instant respawn“ of a surge impacts the way its played
Killing still absolutely helps. The enemy has to respawn 2 rooms away (or 1 in the case of the 1st surge in R2E1), start moving, walk all the way over to your team and then get ready to attack.
Its not uncommon to get noteable breaks in surge alarms while going from scan to scan
As others have said a 2 down isnt also rly a forced wipe. It sucks to play around, but like. Half your team already fucked up and got themselves downed, its supposed to at least be kinda punishing
